FREE Wifi network available in a pub.. open!

Today I was in Milan for a couple of business meetings and decided to eat a sandwich in a popular pub nearby.
I opened my MacBook to review a document with a business partner and, surprise, I immediately realized that I was online since the email notifications popped up.

Why are you surprised ?
Here in North America is common to find free open access in public places like restaurant / coffee shop / public libraries... etc...
Where I am living they are installing free open WiFi all over downtown.
Btw I think terrorist don't need an open wifi to be bad.
It is Europe that is to freak out about this kind of things, the European governments wants to over look at everything and everybody....

You know, in Italy also FON is not allowed by local laws. Anyone who wants to offer free Wifi access needs to identify any user who tries to access to their network. If someone goes to that bar and downloads pedo-pornographic content, the bar owner goes to jail. That's the problem, it's not only a matter of terrorists.

How is this managed in the US ?
